The Rotborough Sewer Rehabilitation Plan (RSRP) was a water treatment and cleaning initiative proposed in the fall of 2004 by civil engineer Luke LaChance. Sponsored in part by Mayor Gray Jones, the project was intended to modernize the town’s infrastructure but was ultimately regarded as a failure. Many residents felt ignored and misled by the plan, which they believed unfairly portrayed the townspeople as paranoid conspiracy theorists. The project was never realized and was largely forgotten following LaChance’s death.
