Sponsored in part by [[Gray Jones|Mayor Gray Jones]], the project was intended to modernize the town’s infrastructure but was ultimately regarded as a failure. Many residents felt ignored and misled by the plan, which they believed unfairly portrayed the townspeople as paranoid conspiracy theorists.
